To further the mandate of the Department of Environmental Protection, the Bureau of Municipal Facilities was established in 1989 under the department's deputy Commissioner for municipal assistance to administer grants to municipalities for water supply and water pollution projects, previously administered by the Division of Water Pollution Control and the Division of Water Supply. This series was created by those divisions and is maintained by the bureau to administer grants in the form of outright allocations of funds, reimbursement of costs incurred by municipalities, or low-cost loans.
